| California Health Care Reform Gains Momentum

SACRAMENTO, Calif.
(Reuters)-California's
Assembly on Monday approved Gov. Arnold Schwarzenegger's plan for universal
health insurance, as overhauling health care grows as a prominent issue in the
2008 presidential election.
The compromise legislation, which passed by a vote of 46 to 31, was hammered
out by the Republican governor and Fabian Nunez, speaker of California's Democrat-led Assembly.

| Latest Data Show Continued Drop in Vocational Rehab

The number of
insured California workers' compensation claims involving vocational
rehabilitation (pre-2004 injuries) or supplementary job displacement benefits
(injuries from 2004 and beyond) continued to drop in policy year 2004, reducing
the cost of these benefits to 1.3% of total incurred losses, according to
first-report data from the Workers' Compensation Insurance Rating Bureau.

When an employer is sued for employment
practices violations today, the suit likely doesn't allege discrimination
or sexual harassment, but rather violations of state and federal wage and
hour laws.
The ease by which plaintiff attorneys can
certify a class or collective action under the federal Fair Labor Standards
Act, coupled with worker-friendly state statutes and the lack of accurate
time recording and reporting by employers, has resulted in an explosion of
class action overtime lawsuits around the United States in the past
several years, labor attorneys say.

| House Passes Broad TRIA Extension
|
WASHINGTON-The House of Representatives has approved a bill to extend the
federal terrorism insurance backstop for seven years and expand coverage under
the program despite the threat of a presidential veto.
In addition to extending the existing program, the measure, which passed on
a 303-116 vote Wednesday afternoon, adds group life insurance to the lines
covered by the backstop, which was first created by the Terrorism Risk
Insurance Act of 2002.
